It's not that hard. Here's a cheap trick: brush (size is your call) with texture (sand or rock preferably), opacity 20% in an all black layer, put this layer before any other layer that you have (planet, stars, glow etc), duplicate the layer and use gaussian blur on it and then mingle around with the Color Balance to get a glow effect of it, after that set the blending to screen or linear dodge to actually see the glowing effect of the nebula ;). Oh and remember to set the other layers' blending options to screen or linear dodge (whichever works best). The pics I've done suck ass cause I didn't want to take my time. Both are speed drawings, Piper at the Gates took me 16-17 mins and the other one with Arrakis took just 7 mins. Let me know how it works out.
